7. 9. 2. Planning permission and land approval for merger of construction land

Combining the construction land planning permit and the construction land approval letter, and the competent natural resources authority will uniformly issue a new construction land planning permit (see Annex 2), and no longer issue construction land approval letters separately.

If the state-owned land use right is obtained by allocation, the construction unit submits an application for construction land planning permission to the local city and county natural resources authority. 4. Simplify the approval materials

All localities shall issue new versions of certificates in accordance with the reform requirements of "multiple-trial integration, multi-certificate integration". The existing guidelines, application forms and application materials for the examination and approval of construction land and urban-rural planning permits will be cleaned up to further simplify and standardize the application materials. Except for statutory approval documents and certificates, all kinds of notices and review opinions established by the local government will be cancelled.
