Measures for the Administration of Special Funds for Supply and Marketing Cooperative Development in Jiangsu Province
Chapter I General Provisions
The first is to promote the comprehensive reform of supply and marketing cooperatives, standardize the use and management of special funds for supply and marketing cooperative development in Jiangsu Province (hereinafter referred to as "special funds"), in accordance with the "People's Republic of China Budget Law" and "Administrative Measures for Jiangsu Provincial Special Finance Provincial Government Decree No. 63), "Notice issued by the General Office of the Provincial Government on Further Strengthening the Implementation of Provincial Fiscal Special Fund Management Implementation Plan" (Su Zhengbanfa  No. 74), formulated these measures.
Article 2 The “special funds” mentioned in these Measures refer to the provincial fiscal budget arrangements, which are funds specifically used to support the development of the supply and marketing cooperative system.
Article 3 The special funds shall follow the principle of "outstanding key points, paying attention to fairness, combining rewards and subsidies, and earmarking for special funds".
Article 4 Special funds are jointly managed by the Provincial Department of Finance and the Provincial Supply and Marketing Cooperatives.
The Provincial Department of Finance is mainly responsible for: formulating special fund management methods, issuing special fund budgets; and organizing key performance evaluations of special funds.
Provincial supply and marketing cooperatives are mainly responsible for: organizing budget preparation, implementation and performance management of special funds; organizing project declaration, approval, acceptance and project library management, and putting forward proposals for the allocation and use of special funds; inspecting and urging project implementation and special fund use management; preparing special funds Fund performance goals; organize self-evaluation of project performance.
Chapter II Scope and Conditions of Support
Article 5: Special funds support:
(1) Construction of agricultural socialization service projects. Support the supply and marketing cooperative system to build county-level agricultural socialization service operation centers and township agricultural socialization service platforms.
(2) Construction of rural modern circulation projects. Support the supply and marketing cooperatives to construct agricultural product wholesale markets, fresh storage, cold chain logistics and other projects.
(3) Construction of grassroots organizations of supply and marketing cooperatives. Support conditional township grassroots community transformation and construction, upgrade and upgrade.
(4) Unified distribution of chemical fertilizers and pesticides and centralized recovery and disposal of agricultural waste. Support the county (city, district) as the unit to promote the centralized procurement of chemical fertilizers, pesticides, unified distribution and centralized recovery and disposal of agricultural waste.
(5) Construction of talent team of supply and marketing cooperatives. Support the development of policy and business training on personnel for supply and marketing cooperation systems, socially-owned enterprises, and open-house enterprises.
(6) Other agricultural service projects approved by the provincial party committee and government.
Article 6 The implementation subject of agricultural socialization services and rural modern circulation projects is legally registered enterprise legal persons in the supply and marketing cooperative system, including social enterprises, township grass-roots cooperatives, farmers 'professional cooperatives unions, farmers' professional cooperatives controlled or controlled by supply and marketing cooperatives, Agricultural socialization service (or agricultural industry, agricultural operation, comprehensive agricultural service) company.
The township grassroots cooperatives should be the market entities managed by the county (city, district) supply and marketing cooperatives, have the functions of serving agriculture, and operate service network facilities, and have corresponding management personnel.
The unified implementation of chemical fertilizer and pesticide supply and centralized collection and disposal of agricultural waste shall be implemented by the municipal and county supply and marketing cooperatives that undertake specific tasks.
Article 7 For projects that have received strong financial support from other national and provincial governments, special funding will not be repeated in principle.
Chapter III Support Methods
Article 8 According to the contents of different projects and the nature of the undertaking unit, the special funds shall be supported by means of gratis subsidies, replacements with awards, and conversion to investment.
(1) Unpaid subsidies. For agricultural socialization services, rural modern circulation and other projects, investment subsidies will be given at no more than 50% of the total investment of the project; fixed-level subsidies will be provided for construction projects of grass-roots organizations; full subsidies will be provided for talent training programs for supply and marketing cooperatives.
(2) Substitute awards. Municipalities and counties that have completed the tasks of unified distribution of fertilizers and pesticides and centralized recovery and disposal of agricultural wastes will be rewarded.
(3) Allocation to investment. Pursuant to the fund partnership agreement, the Jiangsu Provincial Supply and Marketing Cooperative Industry Development Fund was invested by means of allocation, reform, and investment, and adopted a market-oriented mechanism.
Chapter IV Allocation, Use and Management of Funds
Article 9 The allocation of funds shall be based on the combination of the factor method and the project method, and the main method shall be the distribution of the factor method.
Article 10 Agricultural socialization services and rural modern circulation projects are allocated according to factors such as the service area, construction content and investment amount of the provincial project library projects in each city, county (city, district), combined with the results of previous annual fund performance evaluations. Provincial supply and marketing enterprises organize the implementation of projects in a competitive manner.
The construction of supply and marketing cooperatives at the grassroots level is allocated according to factors such as the number of annual construction goals, support priorities, and workload.
The unified allocation of chemical fertilizers and pesticides and the centralized recovery and disposal of agricultural wastes are allocated according to factors such as the physical quantity of unified allocation of chemical fertilizers and pesticides, the area of farmland served, and the amount of agricultural waste packaging materials to be recycled.
Article 11 Provincial supply and marketing cooperatives shall, in accordance with the requirements of the planning and implementation plan, be responsible for establishing a provincial agricultural socialization service and a rural modern circulation project library, and carry out rolling management of the project database.
Article 12 The Provincial Supply and Marketing Cooperative proposes a special fund allocation proposal based on the results of project application review and evaluation of the factor method, which are reviewed and approved by the Provincial Department of Finance and issued after approval in accordance with the procedures.
Article 13 After receiving the special funds, the financial departments of the districts, cities, and counties (cities) shall, in the event that specific projects have been identified, promptly allocate the special funds with the supply and marketing cooperatives at the same level; the funds allocated by the factor method shall be promptly coordinated At the same level, the supply and marketing cooperatives shall, in accordance with relevant requirements, determine the fund allocation and use plan through necessary procedures, and report to the public that there is no objection, and report to the provincial supply and marketing cooperatives for the record.
Article 14 The project implementation unit shall organize the implementation in accordance with the approved construction site, construction scale and construction content, strengthen fund accounting and management, and use funds strictly in accordance with the prescribed purposes. Where it is proposed to change the construction site, construction content or budget adjustment by more than 20%, it shall be submitted for approval in accordance with the prescribed procedures. If the project is changed without approval, the financial subsidy funds involved will be recovered.
Chapter V Performance Evaluation and Supervision
Article 15 The city and county supply and marketing cooperatives shall effectively strengthen the supervision and inspection of project implementation and the use of funds, establish and improve the performance evaluation system for funds, and use the evaluation results as an important basis for the adjustment of special fund support policies and budget arrangements. Provincial supply and marketing cooperatives regularly organize special fund performance self-evaluation.
Article 16 Supply and marketing cooperatives and project implementation units at all levels shall consciously accept the supervision and inspection of the use of special funds by financial, auditing, and higher-level supply and marketing cooperatives, and consciously accept social supervision. Units and individuals who use special funds in violation of laws and regulations shall be investigated for legal liabilities in accordance with the “Regulations on Punishment and Punishment of Financial Illegal Acts” and “Regulations on Financial Supervision of Jiangsu Province”. Persons involved in serious crimes shall be transferred to judicial authorities for criminal responsibility according to law.
Chapter VI Supplementary Provisions
Article 17 The interpretation of these measures is the responsibility of the Provincial Department of Finance and the Provincial Supply and Marketing Cooperative.
Article 18 These Measures shall be implemented as of January 1, 2020. The Interim Measures for the Management of Guiding Funds for the Development of Modern Circulation, Supply and Marketing Cooperative Development in New Rural Areas of Jiangsu Province (Su Caiji  No. 5) shall be repealed simultaneously.
